What the official module covers

Skills Pass names Inclusion, Integration and Community Life as one of the ten topics of the first part. This page covers only the parts that official government pages describe. It does not cover customs or social habits.

Who runs integration in Malta

The Integration and Anti-Racism Unit is part of the Human Rights Directorate. It was set up in the first months of 2018. The Directorate describes it as Malta’s entry point (the first place to go) for migrant integration, and as the main government body that gives information, receives integration requests and works towards an anti-racist society.

The national integration programme is called I Belong. The Integration Strategy and Action Plan for 2025–2030 is the second national strategy in this area. The first was in 2017.

The Strategy says the Directorate’s role will grow to include an integration “one-stop shop”, with digital and in-person services and a hotline with interpretation in the main languages of the migrant population. The Directorate’s site also lists a National Integration Support Centre. Check its pages to see which services exist today.

Racism and equal treatment

The National Action Plan Against Racism (NAPAR) for 2025–2030 is Malta’s policy framework to combat racism. The Human Rights Directorate coordinates how it is carried out.

The National Commission for the Promotion of Equality (NCPE) works under the Equality for Men and Women Act (Chapter 456). Among other grounds, it covers racial or ethnic origin in employment and education. A separate order, Legal Notice 85 of 2007, extends this to services such as housing, healthcare and social protection.

The NCPE can investigate individual complaints and, where appropriate, mediate (help both sides reach an agreement). Public bodies can change their names and duties, so check the NCPE’s page for how to complain today.
