Phase 1 — online knowledge modules

Phase 1 consists of online modules completed through the Skills Pass portal. The modules test your knowledge of Malta, its society, workplace culture, and the rights and responsibilities of workers. You work through them at your own pace within the allowed window.

Official guidance does not publish a fixed number of modules or a specific pass mark, but the consistent theme across official materials is that Phase 1 tests comprehension of the topics covered in the course content — the same topics this study hub addresses.

You are expected to complete Phase 1 before Phase 2 begins. The portal tracks your progress and unlocks the next phase once Phase 1 requirements are met.

Phase 2 — live online interview

Phase 2 is a 20-minute live online interview conducted by an assessor from the Institute of Tourism Studies. It assesses two things: your ability to communicate in English in a workplace context, and your understanding of the topics covered in Phase 1.

The interview uses short workplace-scenario questions — you might be asked how you would handle a situation at work, what you know about a Maltese institution, or how you would describe a cultural practice you have learned about.

You connect via video call on the date and time you select through the portal. A stable internet connection and a quiet space are essential. The assessor introduces themselves and guides the session — it is a structured conversation, not an interrogation.

Registration and portal access

The course is accessed through the Skills Pass portal (skillspass.org.mt). Your employer or the recruiter who arranged your Single Permit application typically initiates registration, but you complete the course yourself.

You will need a valid email address and a device with a camera and microphone for Phase 2. Create your portal account as early as possible — technical issues with registration can delay your start date.

Your Single Permit employer reference number is often required during registration. Have your employment documents ready before you begin.

Study tips

  • Work through all seven study topics in this hub before starting Phase 1 modules — a broad mental map first makes each module easier to absorb.
  • For Phase 2, practise speaking out loud about each topic, not just reading silently. Fluency in speech is different from fluency in reading.
  • Test your internet connection and camera setup a day before Phase 2 — technical problems on the day cannot be used as a reason to reschedule without penalty.
  • Keep a one-page summary of key facts as you study — reviewing it the evening before Phase 2 is more useful than re-reading full notes.

Common pitfalls

  • Assuming Phase 2 is the same as Phase 1 — it is a live conversation, not a multiple-choice screen
  • Leaving registration to the last minute, which reduces preparation time
  • Focusing only on memorising facts without practising how to explain them in English
  • Neglecting to check that your camera and microphone work before Phase 2
